Leasehold experts say the government has missed a “golden opportunity” to advance leasehold and freehold reform with the announcement.
Housing Secretary Matthew Pennycook confirmed last week that Labor intends to “abolish tenancy” this parliament and make commonhold the “default” tenure.
He said the government would do what was necessary to “finally end the feudal tenancy system”.

Now, leasehold company Homehold has announced that six months have passed since the Leasehold and Freehold Reform Act 2024 was passed in a pre-general election overhaul.
And while Labor promised to do this quickly in the King's Speech, there has been little action since then, and Pennycook's written statement does nothing to move things along quickly.

“They are missing out on a great opportunity to simultaneously realize other benefits that are easier to achieve.”

Gary Scott, Leasehold Specialist at Spector Constant & Williams, said: “The fact that the government has recognized the complexity of the challenge it has set itself is good news.
“The announcement that the two-year rule will be removed in January will be very welcome news. It serves no purpose in modern times and is simply an additional document that tenants have to deal with when buying and selling leases. I just provided it.”
