The country's most senior surveyor is at the wrong end of a stinging attack by a senior judge, due to the evidence he gave in his famous case.
According to the Daily Telegraph, Justin Sullivan (main photo), who took over as president of Royal Surveyor (RICS), has been accused of not getting into details and not answering questions properly.
Sullivan gave evidence on behalf of William Woodward Fisher, a property developer who sold his West London apartments for £32.5 million.
The new owner won a high court case demanding money when it discovered that Moths had broken into the property.

I was impressed that Sullivan was aware of the issue. ”
Judge Funcourt, who hosted Prince Harry's phone hacking trial, said: The team and its details were inadequately familiar to him.
“I was not impressed with his exercise of judgment. It often seems flawed to me, and his approach to answering the questions he was placed on me.”
The fraud has been denied
RICS states, “Justin Sullivan denies cheating on fraud. The expert witness process is hostile by its nature, so there is inevitable that there will be differences of opinion.
“To ensure that all standards are followed, he asked RICS to independently and lead regulators to assess the cases.”

Real estate agent Justin Young, who took over as CEO of RICS in 2023 after a stint as COO at Knight Frank, was tasked with stabilizing the ship after a series of controversies rocked the organization.
Last month, RICS regulators announced they would tighten rules after real estate agents were hit by fraud.
