Planning restrictions should be implemented to stop the spread in the heart of Middlesboro, seeking planning permission for both large and small HMOs.
A small home in multiple occupations is a facility where at least three people from multiple households share a kitchen and bathroom. 
A big HMO is when more than five people from multiple homes share a kitchen and bathroom.

According to Teesside Live, the proposed rule changes have resulted from many conversations between Middlesbrough Council and the Cleveland Police Department, resulting in officers recommending a more stringent approach to the level of antisocial behavior “often associated with HMOS.”
Middlesbrough Council approved the directions in Article 4 in February, but did not include the town centre covered by the MDC.
HMO concentration
Concerns were then raised by the MDC. “Landmarks can focus their attention on the mayoral development area (including town centres) because they don't have to go through the planning process, which could lead to HMO concentration and exacerbate existing issues.”
The report compiled by MDC in a report on the subject states:
“Regulations will support the goals of regeneration, helping MDCs control the position and quality of new HMOs, and helping MDCs provide their desire to provide high quality, affordable housing for all.”
